fix(PLC): 修复 HslCommunication.dll 引用路径，改为从 ExternalLibraries 获取
- 将 HslCommunication.dll 添加到 ExternalLibraries 统一管理
- 更新 XP.Hardware.PLC.csproj 的 HintPath 指向 ExternalLibraries
- 移除从 bin\Debug 手动复制 dll 的冗余配置
